A dedicated support system exists for UAE Golden Visa holders who find themselves in difficulty overseas — one that goes beyond what standard residents can access.
In October 2025, the Ministry of Foreign Affairs launched a consular services package exclusively for Golden Visa holders, described by authorities as the first programme of its kind anywhere in the world. The initiative extended emergency and crisis response services — long reserved for Emirati nationals — to long-term resident visa holders.
The practical reach of that framework became visible recently when the Ministry of Foreign Affairs and the National Emergency Crisis and Disaster Management Authority coordinated the repatriation of around 500 Golden Visa holders and residents stranded by regional disruptions that resulted in flight cancellations and airspace closures.
What the programme covers
Golden Visa holders abroad can access a 24/7 emergency hotline, crisis and evacuation assistance, and an Electronic Return Document if their passport is lost or damaged while outside the UAE. Consular coverage may extend to spouses and children who are officially registered as dependents and hold valid UAE residence permits.

Getting a Return Document
Lost or damaged passports are among the more common emergencies travellers face. Golden Visa holders in that situation can apply for a Return Document through MoFA’s website or smart app using their UAE Pass digital identity.
The application requires three items: a copy of the lost passport report, the applicant’s Golden Visa details, and a recent photograph with a white background. According to MoFA, the document is ordinarily processed in around 30 minutes.
The Return Document is issued free of charge. It is valid for a single entry to the UAE and expires seven days from the date of issuance. It cannot be used to travel to or transit through third countries — its sole purpose is to get the holder back to the UAE, where travel documents must then be renewed.
Steady interest despite regional pressures
Visa consultants and service centres report that enquiries for Golden Visa applications have continued despite the regional tensions that prompted recent evacuation efforts, according to Khaleej Times. Industry representatives interpret the sustained demand as a sign that professionals and investors retain confidence in the UAE’s longer-term stability and economic direction.
