UAE replaces manual work permit reviews with AI-powered assessment system

An artificial intelligence and robotics-driven screening system for work permit applicants is being launched by the UAE government, with rollout set to begin this month.

The system, developed through a partnership between the Federal Authority for Identity and Citizenship, Customs and Port Security (ICP) and the Ministry of Human Resources and Emiratisation (MoHRE), will evaluate candidates using smart algorithms that assess qualifications, work experience, educational background, and technical knowledge.

Authorities said the screening mechanism introduces what they describe as “objective evaluation mechanisms” designed to align workforce quality with the demands of a knowledge-based economy — and to position the UAE more competitively in attracting skilled international professionals.

The work permit initiative sits within a broader government agenda to integrate Agentic AI across federal operations, a framework announced by UAE Vice-President Sheikh Mohammed bin Rashid Al Maktoum. Under that plan, 50 percent of federal sectors, services, and operations are targeted for conversion to AI-driven systems within two years.

Officials described the scope of these systems as going beyond conventional automation — enabling AI to analyse data, generate recommendations, manage processes, and execute tasks with limited human oversight, with the stated objectives of cutting costs, improving efficiency, and accelerating service delivery.

A dedicated taskforce has been established to oversee implementation, chaired by Minister of Cabinet Affairs Mohammad Abdullah Al Gergawi and supervised by Sheikh Mansour bin Zayed. Government entities will be assessed on how quickly and effectively they adopt AI systems under the phased rollout across ministries and federal bodies.
