A video circulating on social media has put two Land Transportation Office enforcers under investigation after footage appeared to show them transferring fuel from a container into a white Mitsubishi Adventure parked inside an LTO impounding area.
The agency’s Intelligence and Investigation Division moved quickly, issuing Show Cause Orders against both personnel, who are assigned to the Law Enforcement Service of the LTO Central Office. The orders require them to explain their actions in connection with the incident.
LTO chief Assistant Secretary Markus V. Lacanilao said the agency would not tolerate any misconduct within its ranks. “Walang puwang sa LTO ang anumang uri ng iregularidad, pang-aabuso, o paggamit ng resources ng gobyerno para sa pansariling interes. Agad nating pinakikilos ang ating mga tanggapan upang tiyakin na ang lahat ng alegasyon ay maimbestigahan nang patas at naaayon sa batas.”
The LTO has not yet established whether the fuel transfer served any personal or financial interest, saying the purpose remains unclear at this stage of the investigation. Should the act be found unauthorized, however, the agency noted it could constitute improper use of government resources — a potential violation of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act — on top of possible administrative liability under Civil Service rules.
Lacanilao added that holding personnel accountable is part of an ongoing effort to strengthen integrity and discipline across the agency.
