Filipinos who have yet to secure a national ID can now do so at more than 100 PhilHealth offices nationwide, following a partnership signed between the state health insurer and the Philippine Statistics Authority.
The two agencies formalized the arrangement through a Memorandum of Agreement at the PhilHealth Office in Pasig on Thursday, integrating the Philippine Identification System with the PhilHealth Check Utility to allow identity registration, biometric checks, and real-time verification under one roof.
National Statistician and Civil Registrar General Claire Dennis Mapa said the rollout covers around 200 regional and provincial sites. “We are bringing our services directly to where they are needed most. By embedding PhilHealth registration, we are not simply sharing physical space, we are converging our efforts to provide a true one-stop shop for our citizens,” he said.
Beyond registration, the linked systems also support identity verification for primary care programs — including the Yaman sa Kalusugan Program and the Guaranteed and Accessible Medications for Outpatient Treatment initiative, which covers free medicines for outpatient use.
PhilHealth Vice President Joseph Anthony Lachica said the setup complements existing verification processes rather than narrowing ID options for members. “You can actually use any government ID to verify your identity and it has to check out with our records. So the PCU will really be a tool to assist that verification,” he said.
PSA data as of January 2026 shows 91 million Filipinos have registered under the national ID system, with 90 million already able to access a digital version through the eGov app. By March, the system had recorded 94.7 million authentication transactions across government, financial, and other services.
