Makati formalizes help desk pact with OWWA to ease OFW access to services

The Overseas Workers Welfare Administration has expanded its local government partnerships with a new agreement covering Makati City, aimed at bringing welfare services closer to overseas Filipino workers and their families living in the capital’s financial district.

OWWA Administrator PY Caunan signed the Memorandum of Agreement alongside Makati City Mayor Nancy Binay, with OWWA Regional Welfare Office-NCR Director Ma. Teresa Capa also present at the signing. The agreement creates a framework for establishing an OFW Help Desk and referral system within the city government, designed to streamline how residents access OWWA’s programs and assistance — particularly those returning from overseas deployment.

Under the arrangement, OWWA will conduct regular coordination sessions and orientations for designated OFW Help Desk Officers and local government personnel, while also supplying information materials and support services. The Makati city government, for its part, will provide office space and staff to keep the help desk operational on a continuous basis.

The referral system is intended to reduce barriers that OFWs and their dependents often face when trying to navigate welfare programs, with reintegration support for returning workers identified as a priority area under the agreement.

The Makati pact is part of OWWA’s broader push to embed its services within local government units across the country.
