Overseas Filipino workers no longer need to set foot in an OWWA office to apply for or renew their membership. The Overseas Workers Welfare Administration (OWWA) has reminded OFWs that the entire process can now be completed online through its membership portal, with the contribution payable through the GCash app. OFWs applying for membership or renewing their membership need not go to the OWWA office, and the online application may be completed with the membership fee paid via GCash.
The push to digitize follows OWWA’s April partnership with GCash, which made membership payments possible through the e-wallet for OFWs anywhere in the world. The Overseas Workers Welfare Administration and GCash have partnered to enable OFWs to pay their membership fees via the GCash app, conveniently and securely using the Bills Pay feature, anytime, anywhere.
Before starting, prepare a clear copy of your passport and your proof of employment, and make sure your GCash account is active and linked to a Philippine mobile number. The membership contribution is USD 25, payable in the local currency equivalent, and it covers a two-year period regardless of contract length or change of employer. In the UAE, the Migrant Workers Office in Dubai lists the equivalent fee at AED 92.
Step 1: Online application and document upload
Go to membership.owwa.gov.ph and fill out the online application form. Upload a clear copy of your passport and your proof of employment, then click Submit.
Step 2: Check your email and pay via GCash
Wait for the verification email from OWWA, which will contain your Payment Reference Number (PRN). Open the GCash app and go to Bills, then Government, then select OWWA. Enter your PRN, mobile number, and the exact amount stated in the email, then tap Pay.
Step 3: Save your official receipt
Once payment is processed, you will receive an email confirmation from OWWA. Download and keep your OWWA Acknowledgment Receipt, which serves as official proof of active membership.
Zero convenience fee until July 16
There is an added incentive to pay now. Transaction fees are waived from April 16 to July 16, 2026. The payment option launched on April 16, 2026, and GCash waived transaction fees for the service for three months until July 16, 2026. OWWA framed the zero convenience fee as a way to make staying covered lighter on the pocket for OFWs.
OWWA Administrator Patricia Yvonne Caunan said the digital shift is part of the agency’s wider modernization effort. “Digitizing the OWWA membership renewal via GCash is a vital component of how our agency is continuously modernizing for the benefit of our countrymen working abroad,” she said. For GCash, public sector head Cleo Santos said the tie-up broadens access to government services. “Through this partnership with OWWA, we have better opportunities to serve our OFWs with a range of safe, convenient, and real-time services,” Santos said.
Why membership matters
An active OWWA membership unlocks a range of welfare programs for OFWs and their families. It provides access to benefits such as emergency repatriation, reintegration assistance, healthcare, legal support, and livelihood programs. These fall under the agency’s Alagang OWWA umbrella, alongside social welfare benefits, scholarships, and skills training.
The reminder comes at a time when reliable digital access for Filipinos abroad has taken on added weight. The move comes amid heightened global uncertainties, including tensions in the Middle East, which have underscored the need for reliable digital services for Filipinos abroad.
Caunan has separately encouraged more workers to sign up. Only about 2.6 million of the more than 5 million OFWs have listed as members, she noted in February, adding that the agency wants membership to eventually form part of the mandatory requirements under the Balik Manggagawa program.
