Government agencies with legal authority to carry out confidential and intelligence work stand to receive P10.773 billion under the 2027 budget proposal, a figure the Department of Budget and Management (DBM) presented Tuesday as a reduction from current levels.
DBM Acting Secretary Kim Robert de Leon broke down the total into P4.368 billion earmarked for confidential funds and P6.405 billion set aside for intelligence funds. The proposed sum falls 8.8 percent, or P1.045 billion, below the P11.818 billion carried in the 2026 General Appropriations Act (GAA).
Eligibility for the money is restricted, according to De Leon, who said only bodies legally permitted to handle confidential and intelligence functions qualify under the proposed 2027 National Expenditure Program (NEP). The roster of recipients mirrors that of 2026, he noted, with the Philippine National Police marking the lone exception through a modest bump in its allocation.
Even so, De Leon pointed out that the proposed figures across the board sit under what the agencies were granted in the 2026 GAA.
Accountability requirements attach to every peso, he emphasized. “These funds are subject to existing budgeting, utilization, liquidation, and auditing rules to ensure accountability and that the funds are used solely for their intended purposes,” De Leon said.
The confidential and intelligence allocations form part of a larger P7.2-trillion spending plan for 2027, which represents a 6 percent climb — some P407 billion — over the 2026 budget. That entire package now heads to Congress, where lawmakers will review the NEP ahead of the budget’s final passage.
