Dubai’s new e-scooter and bicycle patrol unit hits the streets on May 1

A new enforcement body targeting personal mobility device users will begin operations across Dubai next month, as the emirate steps up efforts to bring cyclists and e-scooter riders into compliance with traffic regulations.

The Personal Mobility Monitoring Unit, established through a partnership between the Roads and Transport Authority and Dubai Police, is set to deploy from May 1, 2026. Patrol coverage will extend across dedicated cycling tracks, main roads, and soft mobility zones throughout the city.

Major General Saif Muhair Al Mazrouei described the unit’s mandate in direct terms. “The unit will support efforts to achieve the highest levels of traffic safety by helping curb unsafe behaviours, strengthen traffic discipline and reinforce the responsibility of personal mobility users to comply with traffic laws and regulations,” he said.

Enforcement will focus on a range of violations — including riding outside designated lanes, failing to wear helmets or protective gear, exceeding speed limits, and operating e-scooters in tandem. Fines will be issued for non-compliance, and devices found to be in breach of regulations may be seized.

Among the areas flagged for intensified monitoring are Jumeirah Beach Track, Mohammed bin Rashid Boulevard, the Dubai Water Canal, Business Bay, Dubai Marina, and residential districts including Al Karama and Al Mankhool.

RTA’s Hussain Al Banna said the rollout is grounded in a broader institutional framework. The initiative, he said, “builds on the strategic partnership between RTA and Dubai Police” and advances the city’s push toward safer, more innovative transport systems. He described it as “a further qualitative step in enhancing safety” across Dubai’s mobility network, adding that the city has developed “a network of safe, dedicated tracks… alongside continued monitoring of reckless behaviours.”

The unit operates within the framework of Executive Council Resolution No. (13) of 2022, which governs the use of cycles and electric scooters in the emirate.
