New contract verification center opens in Dubai to serve OFWs faster

Philippine labor officials and VFS Global have formally launched a new Contract Verification Centre (CVC) in Dubai, aimed at improving the employment contract verification process for Overseas Filipino Workers (OFWs) in the UAE.

The facility was inaugurated this week through a partnership between VFS Global and DBP Data Centre Inc. (DCI), with the service designed to make contract verification more accessible, faster, and supported by digital systems.

The inauguration was led by officials from the Migrant Workers Office (MWO)-Dubai, including Assistant Labor Attache and Officer-in-Charge Ms. Jeane Mendoza and Assistant Labor Attache Ms. Suzanne Rodriguez, alongside Mr. Michielson Luakian, President and CEO; Mr. Jose Carmelo Porciuncula, Chief Operating Officer; Mr. Jose Enrique Singson, Business Development Department Head; and Mr. Jose Carmelo Porciuncula.

VFS Global was represented by Mr. Siddharth Mehra, Chief Operating Officer – Middle East and Africa, and Ms. Monaz Billimoria, Region Head – UAE.

The Dubai CVC is located inside the world’s largest Visa Application Centre in Wafi City. A similar Contract Verification Centre is also operating in Abu Dhabi.

Through the new system, OFWs can book appointments and complete payments online before submitting documents in person. Once verification is completed by the Migrant Workers Office, applicants receive email notifications allowing them to access their Overseas Employment Certificate (OEC) and verified contract.

The centres also offer extended operating hours, real-time tracking of applications, secure online payment facilities, and a waiver of the convenience fee during the first 30 days of operations.

The initiative is intended to strengthen secure and transparent service delivery while ensuring employment contracts comply with Philippine government standards and provide added protection for Filipino workers in the UAE.
