Filipino workers abroad may soon receive a scoring boost in government eligibility exams under a new policy issued by the Civil Service Commission.
In Resolution No. 2600596 dated April 30, 2026, the agency approved the Overseas Filipino Workers–Preference Rating (OFW-PR), a measure that provides additional points to eligible examinees. The benefit will apply beginning with the Civil Service Examination scheduled on August 9, 2026, provided the applicant secures a general rating of at least 70, in accordance with commission rules.
The program is open to Filipinos working abroad or those set to begin overseas employment, including individuals already contracted but still in the Philippines. Coverage is not limited by destination, type of job, income level, or employment arrangement.
To qualify, applicants must have accumulated a total of at least five years of overseas work experience starting January 1, 2000, whether continuous or broken into periods. They must also take the exam from August 2026 onward—either through traditional pen-and-paper testing or other available formats—and obtain a failing mark that does not fall below the 70 threshold.
The commission said the initiative acknowledges the professional experience and contributions of overseas Filipino workers while creating an additional route for them to enter public service.
