Overseas Filipino workers (OFWs) and their families in Eastern Pangasinan are set to benefit from a major boost in government service accessibility following the signing of a landmark Deed of Usufruct between the Department of Migrant Workers (DMW) and Magiliw Service Corporation on July 26, 2025.
Under the agreement, the DMW will be granted free use of a four-storey building in Barangay Tomana West, Rosales. The facility will serve as a satellite office to expand the agency’s operations and deliver direct support to OFWs in Region I. Spanning 1,811 square meters on a 1.7-hectare property, the new center is expected to become a hub for vital services and program implementation.
DMW Secretary Hans Leo J. Cacdac, alongside Agrarian Reform Secretary Conrado M. Estrella III—representing the property owner, Mr. Victor James B. Estrella—formalized the partnership during the signing ceremony.
“This facility will cater to quality service delivery to our OFWs and their families, in line with President Ferdinand R. Marcos Jr.’s directive to bring government programs and services closer to the people,” said Secretary Cacdac.
Secretary Estrella emphasized the personal significance of the donation, stating that the land was a legacy from his grandparents. “Itong lote na ito ay namana ko sa aking mga lolo at lola, at ngayon, ang gagamit ng building na ito ay ang DMW. Ito ay inyong inyo na,” he declared, calling the move “a very historic event” that would plant the seeds for a better future for OFWs and those aspiring to work abroad.
The project reflects a growing public-private partnership aimed at strengthening government support for migrant workers, who remain vital contributors to national development.
Secretary Cacdac expressed heartfelt gratitude to the DAR chief and Magiliw Service Corporation. “Ang DMW ay lubos na nagpapasalamat kay DAR Secretary Estrella… mas lalo nilang mararamdaman ang serbisyo ng Bagong Pilipinas sa pamamagitan ng bagong pasilidad na ito,” he added.
