Overseas Filipino workers (OFWs) and their immediate families who encounter emergencies, crises, or other distressing situations may seek assistance through the Department of Migrant Workers’ (DMW) AKSYON Fund, a government program designed to provide various forms of aid based on an applicant’s circumstances and eligibility.
The initiative forms part of the DMW’s UPLIFT “Saving Lives” pillar, which the government has been strengthening following President Ferdinand R. Marcos Jr.’s directive to expand support for Filipinos affected by the conflict in the Middle East. The administration has identified the program as one of the key interventions for overseas workers facing displacement and other crisis-related concerns.
Unlike programs that focus on a single type of benefit, the AKSYON Fund covers multiple forms of assistance. Qualified applicants may receive financial, legal, or medical support, while those requiring emergency repatriation or rescue may also be assisted. The program can likewise help facilitate the shipment of remains and other interventions when warranted, with every request subject to assessment and approval by the DMW.
The fund is intended for OFWs experiencing emergencies abroad, repatriated migrant workers who continue to need assistance after returning to the Philippines, as well as immediate family members or next of kin facing crisis situations. Both documented and undocumented Filipino workers may apply, provided they can present sufficient proof of identity and evidence of their employment or work status overseas.
To begin an application, applicants are generally expected to prepare a request for assistance form together with a valid passport or travel document, proof of OFW status, and documents establishing overseas employment. When the request is filed on behalf of a family member or next of kin, a marriage or birth certificate may also be required to establish the relationship.
Examples of documents that may be accepted as proof of OFW status include an OWWA membership record, a verified employment contract, an Overseas Employment Certificate (OEC), an OFW identification card, a Seaman’s Book, or a certificate of employment.
Once the documentary requirements have been completed, applicants may submit them to the DMW Central Office, a DMW Regional Office, or the nearest Migrant Workers Office. The application will then undergo interview and evaluation before the department determines whether the request qualifies for assistance. Successful applicants will be notified once their request has been approved and the assistance is ready for release.
The DMW also reminds applicants that no fees are collected for processing requests under the AKSYON Fund. The department advises the public not to deal with fixers or individuals demanding payment in exchange for assistance. Processing may take up to 28 working days under the DMW Citizen’s Charter, although the actual timeline may be shorter or longer depending on the completeness of the submitted documents and the outcome of the agency’s evaluation.
