Facing July 6 impeachment trial, Duterte releases OVP accomplishment report

Planted trees numbering more than a million, medical aid for over a quarter of a million people, and a free-ride program serving close to 3 million commuters — these were among the figures Vice President Sara Duterte put forward Monday in an accomplishment report covering the Office of the Vice President (OVP), issued as the Senate prepares to move her impeachment case into its trial proper.

The Vice President framed the document around what she called sustained service delivery in the face of opposition. “Naging mas mapaghamon man ang pagpapatakbo ng ating mga programa dahil sa mga walang basehang batikos at sistematikong atake laban sa atin, nanatili tayong matatag,” she said, describing the criticisms against her office as baseless and the attacks as systematic.

On the health front, the report stated that 271,631 individuals received medical assistance over the past year, while funeral aid reached more than 64,000 families. “Every year, we continue to walk alongside families, providing the support they need to honor their loved ones and find peace in their final farewell,” Duterte said.

Livelihood support featured prominently as well. The OVP said its “Mag Negosyo Ta ‘Day” program reached 39 groups and upward of 4,400 entrepreneurs. “Ang Tanggapan ng Pangalawang Pangulo ay patuloy pa ring tumutulong upang makamtan ng bawat ordinaryong Pilipino ang tunay na pag-unlad,” she said.

The report credited the OVP’s Libreng Sakay service with carrying nearly 3 million commuters, and said its disaster response arm continued aid work in calamity-hit communities. “Together with our partners, we have already extended critical relief to over 535,000 families across the nation,” she said. A further 231,604 people were listed as beneficiaries of the RIICE Program and meals served through the Kalusugan Food Trucks, while 603,751 students reportedly received school and dental kits.

On the environment, Duterte said the office had put exactly 1,089,750 trees in the ground since she took office in 2022. “Sa pagtutulungan natin, nakapagtanim na po tayo ng eksaktong 1,089,750 na mga puno,” she said.

The report’s release lands at a pointed moment. Duterte was impeached by the House of Representatives for the second time on May 11, with 257 lawmakers voting to send the case to the Senate, which convened as an impeachment court on May 18. The trial proper is set to open on July 6. The charges against her include unexplained wealth, misuse of confidential funds, bribery, and alleged threats against President Ferdinand Marcos Jr. — accusations she has rejected.

Her earlier impeachment, lodged in February 2025, never reached a verdict after the Supreme Court struck it down as unconstitutional in July of that year, ruling it ran afoul of the one-year bar on repeated proceedings.

Throughout the report, Duterte returned to the theme of perseverance under pressure. “Sa kabila ng mga hamon, ng walang-humpay na pamumulitika, at ng mga paninira, nanatili tayong matapang at tapat sa ating misyon na ilapit ang serbisyo ng gobyerno sa bawat Pilipino, lalo na sa mga higit na nangangailangan,” she said.
