The Department of Migrant Workers (DMW) has reminded Overseas Filipino Workers that securing an OFW Pass does not eliminate the need to complete eTravel registration, stressing that the two systems serve different purposes and are both required for smoother travel.
In a Facebook post, the DMW clarified that the OFW Pass is a digital exit clearance specifically issued to qualified Balik-Manggagawa, or returning workers who are going back to the same employer, job site, and country. The pass replaces the traditional Overseas Employment Certificate (OEC) and is generated through the DMW’s online platform. Stored on a mobile device, it contains employment details and a QR code that can be scanned at the airport to verify a worker’s contract status directly against the DMW database.
The agency emphasized that the OFW Pass should not be confused with eTravel. While the OFW Pass functions as proof of employment clearance for returning migrant workers, eTravel is an online departure and arrival registration system required for all passengers entering and leaving the Philippines.
The eTravel platform, accessible through etravel.gov.ph or the eGovPH Super App, serves as the government’s unified digital travel declaration system. It replaced the paper-based arrival and departure cards previously distributed at airports. Through the platform, travelers submit personal and flight information before receiving a QR code, which may be presented to airline personnel and immigration authorities.
Under current rules, all arriving passengers — both Filipino and foreign nationals — as well as departing Filipino travelers, including OFWs, are generally required to register on eTravel within 72 hours before their flight. While foreign nationals departing the country are typically exempt, Filipino passengers must complete the online registration to avoid delays at check-in or immigration counters.
The DMW’s advisory underscores that holding an OFW Pass alone is not sufficient for international travel. “OFW Pass ≠ eTravel. Parehong kailangan para sa maayos na biyahe,” the agency stated, reminding workers that compliance with both systems ensures a smoother and more efficient airport experience.
The rollout of the OFW Pass forms part of the government’s broader digital transformation efforts in migrant worker services. By eliminating repeated in-person processing for eligible returning workers and linking verification directly to official databases, authorities aim to reduce paperwork, curb fraudulent documents, and speed up clearance procedures.
