DMW opens talks with recruitment agencies to refine agency licensing rules

Recruitment agencies took part in a consultation with the Department of Migrant Workers (DMW) on July 1, 2026, weighing in on proposed changes to how licenses are granted and renewed for firms that deploy Filipinos to jobs abroad.

The session, held at the DMW Central Office in Mandaluyong City, opened the door for agencies to review documentary requirements, checklists, procedures and processing timelines. Any revisions would align with the department’s authority under its charter, Republic Act No. 11641, along with existing rules and regulations.

Undersecretary Darlene R. Pajarito led the discussions. She was joined by Assistant Secretary Mary Grace L. Riguer-Teodosio and by Director Liza C. Alcera and Director Mylette V. Andres of the Licensing and Regulations Bureau.

Agencies treated the meeting as a chance to push for a licensing system that is both more efficient and more credible.

The DMW said the framework for the improvements is tied to its mandate to safeguard overseas Filipino workers while keeping recruitment transactions smoother. More consultations are planned, with this first gathering intended to collect stakeholder feedback ahead of the department’s adoption of the reforms.
