The Overseas Workers Welfare Administration (OWWA) has extended the application period for its Education for Development Scholarship Program Category 1 (EDSP 1) and Congressional Migrant Workers Scholarship Program (CMWSP) for School Year 2027–2028, giving qualified applicants more time to apply for educational assistance of up to P60,000 per school year.
The new application deadline is September 24, 2026.
Under EDSP 1, the scholarship is open to qualified dependents of active OWWA members who are Grade 12 graduating students or incoming first-year college students. Applicants must be a child of a married OFW member or the child or sibling of a single OFW member, must not be more than 21 years old at the time of application, and must have a general weighted average (GWA) of at least 80%. They must also have no failed subject in the previous school year and must enroll in a four- or five-year bachelor’s degree program in the Philippines.
Qualified EDSP scholars may receive up to P60,000 in educational assistance every school year.
Meanwhile, CMWSP is intended for deserving migrant workers or active OFWs who are not more than 45 years old, as well as their children who are not more than 21 years old. Applicants must have a GWA of at least 80%, or belong to the top 20% of their graduating class when applicable. For Alternative Learning System (ALS) passers, an average of at least 85% is required.
CMWSP applicants must also meet the program’s family income requirement, with annual family gross income not exceeding P76,000, must not currently be beneficiaries of another OWWA scholarship program, and must not have an immediate family member who is currently benefiting from the same OWWA scholarship program.
The CMWSP is intended for those pursuing degrees in priority fields in Science and Technology (S&T). Qualified scholars may also receive up to P60,000 in educational assistance per school year.
Applicants for both programs must take the required qualifying examination and undergo the corresponding selection process.
Applications can be submitted through the OWWA Scholarship Online Application Portal at scholarship.owwa.gov.ph until September 24, 2026.
