Filipinos working abroad will gain wider access to no-cost legal representation and firmer safeguards against trafficking and illegal recruitment under an agreement formalized between the Department of Migrant Workers and a volunteer network of lawyers.
The Memorandum of Agreement, signed July 13, 2026, at the DMW Central Office in Mandaluyong City, brings the International Pro Bono Alliance, Inc. (IPBA) into a working partnership with the agency. IPBA operates as a non-governmental organization made up of legal practitioners.
Speaking at the ceremony, Undersecretary Darlene R. Pajarito framed the arrangement around a mutual purpose. “We are here to recognize our common goal, shared commitment to protect the rights of OFWs, promote their welfare, and protect their interests,” she said. Officials noted that the deal is meant to keep migrant workers from being stranded without recourse.
The alliance has committed to handling free consultations, offering legal advice, and taking on representation for overseas workers and the relatives they leave behind. Its role extends beyond casework: IPBA will also assist the department through training initiatives, awareness campaigns, joint policy work, and by drawing on its network of international partners to broaden the reach of free legal aid to Filipinos in other countries.
Pajarito attended on behalf of Secretary Hans Leo J. Cacdac, joined by Undersecretary Bernard P. Olalia and Director Romelson E. Abbang. The IPBA delegation was led by its President-Founder, Atty. Purificacion Bartolome-Bernabe, alongside Vice President Minerva A. Macaspac, Treasurer Arni R. Topico, and Secretary Francine L. Dalumpines.
