Robin Padilla files bill targeting paid troll farm operations online

Lawmakers seeking to penalize coordinated online deception now have a fresh proposal on the table, with Senator Robin Padilla pushing the measure he calls the Anti-Troll Farm Act.

The legislation zeroes in on paid and organized troll farm activity that Padilla says exists to sway public sentiment, spread falsehoods, and engineer artificial influence over matters of public concern.

In a statement released by his office on Wednesday, June 3, the senator argued that organized disinformation poses a growing danger as Filipinos increasingly turn to the internet and social media for news, information, and discussion.

His office tied the use of troll farms and coordinated online networks to several harms, among them the spread of false information, damage to people’s reputations, confusion among the public, and disruption of democratic debate.

Should the measure pass, it would establish a defined process for identifying, investigating, and holding accountable both individuals and groups behind troll farm operations. Padilla noted the bill is built to safeguard citizens’ rights to voice their opinions freely and to take part in legitimate public discourse.

The senator drew a sharp line between protected speech and the conduct his bill targets. “Hindi kalaban ng batas na ito ang malayang pananalita. Ang kalaban natin ay ang organisado at bayad na panlilinlang na sumisira sa tiwala ng publiko at nagpapahina sa ating mga demokratikong institusyon,” Padilla said.

Technology, he added, ought to serve as a tool for truth, accountability, and unity rather than for deception and manipulation.

Padilla frames the proposal as one piece of his wider push for a digital environment that is safer, more responsible, and fairer for Filipinos.
