Access to practical discounts and services for overseas Filipino workers (OFWs) in the UAE took center stage in Dubai as new OWWA e-Card partnerships were formalized, placing Filipino-owned enterprises at the forefront of worker support.
On 02 February 2026, the Philippine Consulate General in Dubai joined the Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) in a ceremonial signing with OWWA e-Card Partners at La Zona Continental Hotel. The activity brought together government officials and private sector stakeholders with a shared focus on making OWWA membership benefits more usable in daily life.
Consul General Ambrosio Brian F. Enciso III highlighted the growing reach of the program, saying, “The continued expansion of OWWA’s global network, now comprising more than 200 partner establishments worldwide, clearly demonstrates its strong resolve to deliver real, meaningful, and accessible benefits to its members. Tonight’s event powerfully reminds us of what can be achieved when government, private partners, and the Filipino community work together with a shared purpose.”
More than 20 UAE-based companies participated in the event, most of them Filipino-owned, underscoring the role of Filipino entrepreneurs in directly supporting fellow OFWs. Business owners were given the spotlight as they formally committed to providing special offers to active OWWA members and valid e-Card holders.
Representatives from Paluto Restaurant, Bravo! Cakes, Grand Infinity Medical Center, LBC Express, JRS, TravelWings, Joyalukkas, JT’s Manukan, Power Technical Training Center, Gerry’s Grill, Flomic Balikbayan Cargo, Al Rigga Restaurant, Brilliant Mindz Training Institute, La Paz Batchoy, Maria Paz Pastry, San Lucas Medical Center, and the Philippine Business Council were among those who signed partnership agreements during the ceremony.
Senior Philippine officials present included DMW Secretary Leo J. Cacadac and OWWA Administrator Patricia Yvonne Caunan, alongside Consul General Enciso, signaling coordinated government backing for initiatives that link welfare programs with on-the-ground services.
The expanded list of partners means OWWA e-Card holders in the UAE can immediately access discounts and services across food, healthcare, logistics, training, and retail sectors through participating establishments.
