Overseas Filipinos requiring immediate access to Philippine civil registry records can now secure key documents through two online channels endorsed for international use. These services cover commonly requested records issued by the Philippine Statistics Authority, including birth, marriage, and death certificates, as well as certificates of no marriage and no death.
Applicants may request records through PSA Helpline, which allows users to receive either a digital copy by email or a physical copy delivered internationally. Requests and delivery coordination for civil registry documents are advised to be coursed exclusively through this platform, which serves as the agency’s sole authorized third-party provider for online applications and distribution.
Another option is the DFA E-Apostille system, which facilitates the issuance of digital copies sent directly via email. This channel is typically used for documents requiring apostille processing for use abroad.
The Philippine Statistics Authority has also informed the public that its PSA Serbilis platform has been inaccessible since 10 November 2025 because of ongoing system upgrades, with no date yet announced for the resumption of service.
