A sweeping internal review at the Department of Public Works and Highways has escalated into formal action, with the agency now seeking criminal and administrative cases against scores of people linked to irregular flood control projects.
Public Works Secretary Vince Dizon disclosed on Thursday that the department has already endorsed charges against 87 individuals connected to the controversy, a list that includes former House Speaker Martin Romualdez. The move comes as part of a broader reckoning within the agency following allegations of corruption tied to flood mitigation works.
At the same time, disciplinary measures have been imposed internally. Dizon said 90 DPWH personnel have either been dismissed from service or placed under suspension, with administrative proceedings still ongoing for those involved.
Beyond enforcement, the department is attempting to recalibrate its workforce. Dizon announced that DPWH will begin a nationwide recruitment drive in January, visiting schools to attract newly graduated engineers and accountants. The initiative, he said, is aimed at rebuilding the institution with younger professionals as part of its reform agenda.
