The Migrant Workers Office–Dubai and Northern Emirates (MWO-Dubai) has announced a scheduled maintenance and system upgrade for its Online Employment Contract Verification System (OECVS), temporarily pausing new online applications and bringing the platform offline for several days next week.
In Advisory No. 32, Series of 2025, dated 26 November 2025 and signed by Labor Attaché Atty. John Rio A. Bautista, MWO-Dubai said the OECVS, which is accessed through dmw.dataflowgroup.com, will undergo “mandatory maintenance and upgrade” to improve system stability and data integrity in preparation for enhanced services for Overseas Filipino Workers (OFWs) in Dubai and the Northern Emirates.
Since its launch on 7 July 2025, the OECVS has already recorded over 22,000 applications in its first five months of operation, according to accomplishment data released by the Department of Migrant Workers. The online platform, which is open 24/7 and now accepts submissions even on weekends, has helped cut foot traffic to the MWO-Dubai office by around 50 percent. Estimates show that OFWs have collectively saved about AED 1.3 million in costs and roughly 90,000 hours in processing time, as the system introduced a simplified flow and pushed automation to about 45 percent of the verification process.
Under the advisory, new online applications for employment contract verification will be temporarily paused starting Thursday, 27 November 2025 at 18:30 GST. During this time, OFWs will not be able to lodge fresh cases through the online system.
Workers who already have “Pending Compliance” cases in the OECVS are instructed to upload any requested or lacking documents on or before Friday, 28 November 2025 at 20:00 GST. The advisory stresses that this is a time-sensitive activity and urges concerned OFWs to strictly follow the deadline to avoid delays in processing.
The advisory also states that there will be a period of full system downtime, during which the OECVS will be unavailable for all related transactions. This means users will not be able to submit new applications, upload additional documents, or access the system while the upgrade is being carried out.
MWO-Dubai expects operations to normalize early the following week. According to the notice, the system is scheduled to resume accepting new case submissions on Monday, 02 December 2025, once the upgrade work is completed and the platform is brought back online.
To minimize disruption, the advisory reminds OFWs with urgent travel plans that those who already have confirmed flights may still be accommodated through walk-in processing at MWO-Dubai one working day before their flight, even while the online system is temporarily unavailable.
