PH says teachers to finally get performance-based bonus

The Department of Budget and Management (DBM) on Thursday confirmed that personnel of the Department of Education (DepEd), including public school teachers, are set to receive their 2023 performance-based bonus (PBB) within the year once a resolution formalizing the grant is issued.

“Masaya po akong ibalita para sa ating mga kasamahan sa DepEd, lalo na sa ating mga guro, na matapos ang masusing deliberasyon, sila po ay napatunayang eligible para matanggap ang kanilang performance-based bonus para sa taong 2023,” Budget Secretary Amenah Pangandaman said in a statement.

She emphasized that the grant follows the directive of President Ferdinand “Bongbong” Marcos Jr. to recognize the “ambag, sipag, at dedikasyon” of teachers in strengthening the education system.

During plenary deliberations on the General Appropriations Bill, House Committee on Appropriations Chair Mikaela Angela Suansing said the Technical Working Group (TWG) on Executive Order No. 61 will meet on September 30, 2025, to finalize and issue a resolution confirming DepEd’s eligibility.

“They will have a Technical Working Group meeting on September 30, during which, they will finalize this and they will come up with a resolution formalizing that fact – that the teachers are indeed eligible for the Performance-Based Bonus,” Suansing stated.

Budget Undersecretary Goddess Libiran also confirmed through a Viber message that the TWG will convene on the same date to determine the required funding for the release of the PBB.

Under Memorandum Circular No. 2023-1, agencies must meet criteria across four areas—Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction—and score at least 70 points to qualify for the incentive.

“Kung wala sila [ating mga guro], wala rin tayo, kaya dapat lang po na patuloy natin silang bigyan ng motivation at nararapat na benepisyo,” Pangandaman added.

The DBM had earlier approved the release of P1.64 billion for the 2023 PBB of more than 110,000 qualified personnel of the Philippine Army.
