Ex-DPWH staff shows photos of money allegedly tied to flood projects

A former engineer from the Department of Public Works and Highways (DPWH) has come forward with photos he says reveal the depth of corruption behind the controversial flood control projects.

Brice Hernandez, once assigned to the DPWH Bulacan 1st District Engineering Office, testified on Tuesday and presented images he claimed to have personally taken between 2022 and 2023. The photos show large stacks of cash—allegedly linked to flood control project transactions—sitting inside what appeared to be government premises.

“Ako po ang nag-picture nito kasi diyan lang po ako nakakita ng ganyan karaming pera,” Hernandez said, noting that one of the photos was taken inside their office, while another came from their so-called tambayan, or hangout spot—a private residence near the office.

He identified the man in a blue shirt, seen beside the table of money, as his former superior, Engineer Henry Alcantara. However, Hernandez clarified that the cash in the second photo did not belong to Alcantara but to someone else.

According to him, the funds were intended for certain individuals linked to the projects. “May mga designated persons po na pagbibigyan niyan,” he said, referring to them as “proponents.”

While Hernandez claimed familiarity with the scheme, he admitted that he could no longer remember the names of those who eventually received the money. What struck lawmakers and observers was his nonchalant admission that such money-handling was standard in their office operations. “Sa office po namin, normal po iyan,” he added.
