Marcos orders contractor to explain delay, substandard work on Bulacan flood control project

President Ferdinand Marcos Jr. has called out St. Timothy Construction over the unfinished and allegedly poor-quality flood control structure in Calumpit, Bulacan — more than two years past its expected completion.

During an inspection of the River Protection Structure in Barangay Bulusan, Marcos noted that around 200 meters of the P96.49-million project remain incomplete, with its foundation showing “underspecifications” and other defects. He also revealed that a desilting facility included in the contract was never built.

“St. Timothy ang kontratista dito so titingnan natin. Kailangan pasagutin natin kung bakit ganito ang ginawa nila,” Marcos told reporters, stressing that the substandard work has made life harder for affected residents. “Hindi puwedeng ganito, pambihira. This has been going on for years.”

According to the Sumbong sa Pangulo website, the project was funded in 2022 and marked as complete by February 2023. Divers deployed to inspect the structure reportedly found thin and uneven cement layers, prompting concerns about its durability. Marcos also criticized the falsified record on desilting, pointing out that vegetation had already grown on the supposedly cleared area.

Data from Malacañang shows St. Timothy ranked third among contractors with the most flood control projects awarded by the Department of Public Works and Highways in the past three years, securing 105 projects worth P7.32 billion from July 2022 to March 2025.

The company has also been linked to problematic flood control works in Iloilo City, where local officials reported billions of pesos worth of incomplete or missing projects.
