It’s been a week after the Migrant Workers Office (MWO) – Dubai and Northern Emirates launched the much-awaited online contract verification service with this official portal: https://dmw.dataflowgroup.com/

“As an offshoot of the online submission system for contract verification launched by the Migrant Workers Office – Dubai and Northern Emirates in June 2022 which was able to approve almost 50,000 employment contracts and in compliance with the directive of President Ferdinand R. Marcos Jr. to digitalize vital government services, the Department of Migrant Workers (DMW), through its Migrant Workers Office – Dubai (MWO-Dubai), is pilot testing a digital contract verification system in the UAE starting 07 July 2025, in partnership with DataFlow Group, a globally recognized leader in verification and workforce mobility technology. This game-changing system allows Overseas Filipino Workers (OFWs) to submit documents and make payments online, without needing to visit MWO-Dubai. With a direct link to the DMW Portal E-Registration system, the Overseas Employment Certificate (OEC) will be automatically generated, ensuring a smooth, hassle-free experience.”
The DataFlow Group, a globally recognized leader in verification, equivalency, and immigration compliance solutions committed to enhancing global mobility, signed a Memorandum of Agreement (MOA) with the Department of Migrant Workers (DMW) on May 9, 2024.
According to DataFlow Group, the partnership marks a significant milestone in the digital transformation journey of both organizations, aimed at enhancing efficiency, transparency, security and delivering ease of services for Overseas Filipino Workers (OFWs) through innovative technological solutions.

The launching happened more than eight months after a focus group discussion which I organized on October 20, 2024, on behalf of a consultant at the Office of the Secretary of DMW. On that late Sunday afternoon, together with five Filipino Community leaders and professionals, we shared our views on the current contract verification process with two representatives of the Dubai office of DataFlow Group.
They presented the proposed end-to-end online contract verification system that lets OFWs upload all documents seamlessly on a portal. The request then goes to the local DMW office which double checks the documents. After which, OFWs can download their verified contracts and the Overseas Employment Certificate (OEC), all within the comforts of their homes or workplaces.
“Having personally experienced the lengthy and stressful contract verification process in April last year, where I had to endure a 7-hour wait at the DMW office in Dubai, I found the discussion with the DataFlow Group representatives to be both productive and timely. It was a privilege to share my insights on the planned digitalization and streamlining of the contract verification process. I am genuinely excited about the rollout of this initiative, as I am confident it will greatly benefit OFWs, particularly those preparing to return to the Philippines for vacation,” expressed Oliver Osea, Senior Commercial Manager of MEP Middle East Magazine of the ITP Media Group.
The other participants were Elmer Casao, a contracts officer and Founding President of both Abu Dhabi-based United Global Filipinos of the 21st Century and Institute of Integrated Electrical Engineers of the Philippines; Zyra Rey, a registered nurse and PRO of the Filipino Social Club (FilSoc); Zeny Requizo, an entrepreneur who owns Fifty One & Co. which is a boutique consultancy providing a one-stop-shop hub for Human Capital and People and an adviser of The Unified Filipino HR Professionals; and Ion Gonzaga, a Digital Experience Designer and a widely known blogger using the social media handle Boy Dubai.
We were able to share our time and insight to assist the DMW achieve one of its missions which is to ‘empower OFWs through digital transformation of processes and to ensure sustained ease of doing business’.
