San Juan City is tightening control over its annual Wattah Wattah Festival by confining the traditional water dousing activities to a specific stretch along Pinaglabanan Road on June 24.
Mayor Francis Zamora confirmed in a press briefing that the move is aimed at keeping the celebration festive yet orderly. “All celebrations will be confined to Pinaglabanan Road, between P. Guevarra Street and N. Domingo Street,” he said.
The city government’s decision comes after last year’s event saw revelers dousing people indiscriminately—causing disturbances to pedestrians, commuters, and motorists beyond the traditional boundaries.
Determined to prevent a similar scenario, Zamora stressed, “I want to ensure this year’s festivities are peaceful and organized. What happened last year served as a wake-up call.”
More than 300 police officers will be stationed within and around the water zone to enforce the rules and assist with crowd control.
The updated city ordinance now imposes a fine of P5,000 or up to 10 days in jail for anyone caught throwing water outside the designated area. In cases involving minors, their parents will be fined and the child will be referred to the City Social Welfare and Development Office.
“Our ordinance is very clear. Penalties apply to prohibited behavior during the fiesta,” Zamora said, adding that those who don’t want to participate can avoid the area entirely.
He acknowledged that the previous policy lacked enforcement power due to vague definitions. “We had to revise the ordinance because it didn’t define boundaries or rules clearly. Now, with a controlled zone, it’s easier to ensure safety and compliance,” the mayor added.
The water festivities are set to take place from 7 a.m. to 2 p.m., and city officials are encouraging everyone to follow the rules to keep the celebration fun—and safe—for all.
