PH gov’t releases nearly 90% of record P6.326 trillion budget for 2025

The Philippine government has disbursed nearly 90 percent of its record-high P6.326 trillion budget for 2025, according to the Department of Budget and Management (DBM), ensuring that various state agencies can advance their programs and services.

As of the end of April, the DBM reported releasing P5.66 trillion, which accounts for 89.5 percent of the total budget. This is a notable improvement compared to the 86 percent release rate recorded at the same point last year.

A significant portion of the funds—P3.72 trillion—was drawn from the 2025 General Appropriations Act (GAA), covering 88.1 percent of the P4.22 trillion earmarked for this purpose. Additionally, departmental budgets received P3.44 trillion, representing 93.2 percent of their P3.69 trillion allocation.

Special purpose funds saw a release of P278.32 billion, or 52.6 percent of the total P529.6 billion. Meanwhile, automatic appropriations—funds that are disbursed without the need for additional legislation—reached P1.89 trillion, covering 89.9 percent of the P2.11 trillion allocation.

Within the same period, the DBM facilitated several targeted disbursements, including P21.53 billion for net lending (75 percent of the P28.7 billion allocation) and P636.02 billion for interest payments (75 percent of the P848 billion total). The tax expenditure fund of P14.5 billion was also fully distributed.

Other key allocations included P1.03 trillion for the national tax allotment, P83.42 billion for the block grant, and P27.35 billion under the special account in the general fund. The government also fulfilled its obligation to provide P68.55 billion in retirement and life insurance premiums for state employees.

Additionally, the DBM recorded P52.18 billion in other releases, with the majority—P35.66 billion—allocated to automatic appropriations. For unprogrammed appropriations, a total of P7.68 billion was distributed, primarily to the National Food Authority (P6.27 billion) and other foreign-assisted projects involving agencies like the Metropolitan Manila Development Authority, Department of Health, Department of Transportation, and the Philippine Competition Commission.
