Cebu Gov. Gwen Garcia suspended over special quarry permit issue

Cebu Governor Gwendolyn Garcia has been placed under preventive suspension by the Office of the Ombudsman over the issuance of a special quarry permit to a construction firm without securing key environmental clearances.

In an order dated April 23, the Ombudsman ruled that Garcia would be suspended without pay for six months while an investigation is underway. However, the suspension may be lifted once the inquiry concludes.

State prosecutors noted that the order takes effect immediately, though Garcia has the right to appeal. Unless reversed by the Ombudsman or a competent court, the suspension stands.

Despite the administrative penalty, the Commission on Elections (Comelec) clarified that Garcia remains a qualified candidate for the upcoming May 12 elections, saying the suspension does not affect her eligibility to run.

The Ombudsman explained that the suspension aims to prevent any undue influence over potential witnesses or tampering with evidence.

In response, Garcia expressed respect for the ruling but firmly defended her actions. She explained that the permit was issued to address an urgent water supply issue and that all proper channels, including the provincial board and relevant agencies, were consulted.

“There was no personal interest or malice involved,” she said. “Only a deep sense of responsibility to act swiftly in the face of a growing burden due to the dwindling water supply.”

Garcia also claimed she had not been informed about the complaint, reportedly filed by a Moises Deiparine, and vowed to contest the order.
