Filipino-foreigner marriages saw 20-30% increase in 2022, says CFO

The Commission on Filipinos Overseas (CFO) reported a significant increase in the number of Filipinos marrying foreigners in 2022, with more than 6,500 such marriages recorded. This trend, according to CFO Chief Leo Arugay, has been notably influenced by the widespread use of social media.

Arugay noted that over 6,000 of these marriages involved Filipino women. He added that while the number of marriage migrants has been consistently high since 2017, the COVID-19 pandemic caused a temporary decline due to travel restrictions. However, as restrictions eased, the number of Filipinos marrying foreigners rose by 20-30 percent in 2022, a rise Arugay described as “very small.”

“Ang nakikita naming pagtaas ng antas ng pag-aasawa ng mga Pilipina or Pilipino ng mga banyaga ay sa pag-ano ng social media is Number One; mga matching, iyong mga letters, mga introduction ng kanilang mga kaibigan,” Arugay explained, emphasizing the role of social media in connecting individuals across borders.

Among the foreigners Filipinos married, Americans were the most common spouses, followed by Japanese, Germans, Canadians, and Australians.

Before leaving the country to join their foreign spouses, Filipinos are required by the CFO to undergo a guidance and counseling program. This program helps them understand the cultural differences they may face and prepares them for life abroad. Arugay cited Japan as an example, saying, “Pagdating niya doon ano ang adjustment na dapat niyang gawin? Applicable ba ang mga ginagawa dito o hindi?”

Upon completion of the counseling, applicants receive digital certificates, which they must present when departing the country. Without these certificates, their departure may be delayed or they could be denied boarding.

Arugay also highlighted that the program serves as a safeguard against human trafficking, particularly in cases involving fake marriages. He stated, “Ang CFO po ang Advocacy and Communication Committee head para dito sa massive information campaign against human trafficking,” underscoring the agency’s role in protecting Filipinos from exploitation.
