Two men stopped at NAIA after immigration spots signs of illegal recruitment

Immigration authorities stopped two outbound passengers at Ninoy Aquino International Airport after questioning raised concerns that the trip was connected to illicit recruitment activity rather than leisure travel.

The men, both Filipino nationals aged 48 and 52, were scheduled to depart from Terminal 3 aboard a Cathay Pacific service to Hong Kong. At the primary counter, they described their trip as tourism-related, but officers found gaps and conflicting details that prompted a secondary interview.

According to the Bureau of Immigration, the pair’s answers did not align on basic travel particulars, triggering closer scrutiny by terminal personnel.

During the follow-up examination, investigators referenced advance information relayed by the Inter-Agency Council Against Trafficking indicating a pattern of online recruitment tied to illegal employment in Russia. Faced with the intelligence, the two men acknowledged they had been contacted through the internet and were instructed to transit Hong Kong to await visa processing and onward tickets.

The BI said the interdiction was based on the earlier advisory from IACAT regarding recruitment schemes linked to work arrangements in Russia.
