The Department of Transportation (DOTr) and the Land Transportation Office (LTO) have lodged a criminal complaint against dismissed Department of Public Works and Highways (DPWH) Bulacan First District Engineer Henry Alcantara and former Assistant District Engineer Brice Hernandez for allegedly using falsified driver’s licenses to enter casinos.
The case, filed Tuesday, cites a violation of Article 172 of the Revised Penal Code, which penalizes the falsification of documents.
DOTr Secretary Giovanni Lopez stressed that the two officials themselves admitted to using the fake IDs.
“Kung maaalala n’yo po sa pagdinig sa Senado, bagama’t may sinabi sila Henry Alcantara na ‘yung lisensya ay binigay lamang ng [casino], hindi naman po nila tinatanggi na ginamit nila ang lisensyang ‘yun at ‘yan po ay isang krimen. So ang DOTr at ang LTO hindi po natin hahayaan na lapastanganin ninuman, mapa-opisyal o pribadong indibidwal, ang lisensya po ng DOTr at ng LTO. Mananagot po sila sa batas,” Lopez declared.
The transport chief also revealed that the investigation is broader, as authorities are eyeing possible charges against other members of the so-called “BGC Boys” and the alleged source of the counterfeit IDs.
“Kasi ang aming pagsusuri, ito po ay pekeng lisensya. So kailangan din namin silang imbestigahan… The investigation is ongoing now at inuna lang po namin sila District Engineer Alcantara and former Assistant District Engineer Brice Hernandez,” Lopez said.
If convicted, Alcantara and Hernandez could face up to six years in prison and fines reaching ₱1 million.
