TikTok joins fight vs. online scammers targeting OFWs

To intensify efforts against illegal recruitment and online job scams, the Department of Migrant Workers (DMW) has formally partnered with TikTok, one of the world’s largest short-form video platforms.

The Memorandum of Understanding (MOU), signed by Migrant Workers Secretary Hans Leo J. Cacdac and TikTok Philippines Public Policy Head Yves Gonzalez, sets a renewed commitment to protect overseas Filipino workers (OFWs) through digital collaboration. The signing took place on July 30, 2025, coinciding with the World Day Against Trafficking.

Secretary Cacdac highlighted the urgency of the initiative: “Sa TikTok mas mapapalakas ang ating laban kontra illegal recruitment. We are being alert, TikTok is a means in which we fight illegal recruitment, we ensnare the illegal recruiters.”

The partnership aims to bolster TikTok’s content moderation systems, flag and remove scam accounts, and promote verified and trustworthy job-related content. According to the DMW, nearly 41,000 fake job posts and suspicious accounts have already been removed from TikTok since 2023.

The platform will also assist the DMW with digital investigations and the development of stronger content monitoring protocols.

“Safety is our top priority in TikTok,” said Public Policy Manager Peachy Paderna, underscoring the app’s role in safeguarding Filipino users.

DMW Undersecretary Dominique Rubia-Tutay also sent a clear message to online scammers: “We may not be able to close you down, but we will take you down.”
