President Ferdinand Marcos Jr. has signed appointment papers promoting three Philippine Coast Guard officers to the rank of Rear Admiral, a move that puts a spotlight on one of the country’s most visible figures in the ongoing maritime dispute with China.
Commodore Jay Tarriela, who has served as the PCG’s spokesperson for the West Philippine Sea, is among those elevated alongside Weniel Abarquez Azcuna and Oliver Sy Tanseco. The appointments were formalized through a communication bearing the signature of Acting Executive Secretary Ralph Recto, with Department of Transportation Acting Secretary Giovanni Z. Lopez receiving a copy of the letters. Lopez has been directed to transmit the documents to the three officers within seven days.
Tarriela’s promotion comes amid heightened tensions between Manila and Beijing, with the official at the center of several diplomatic flashpoints in recent months. China’s Foreign Ministry summoned the Philippine ambassador to Beijing over accusations that Tarriela was running a “smear campaign” against the Chinese government, a charge he has flatly rejected, maintaining that his public statements reflect “factual accounts.”
When Beijing lodged formal diplomatic protests in January 2026 over his social media activity, Tarriela did not back down. He later turned his attention to what he described as coordinated domestic efforts to push Chinese talking points, singling out Filipino influencers and supporters of unnamed politicians.
“Ang ikinalulungkot ko, may mga troll na Pilipino. Some of them are social media influencers. Some of them are fanatics ng kilala naman nating pulitikong sinusuportahan nila. They are being used as puppets in amplifying the Chinese narrative,” he said in an interview with Super Radyo dzBB.
Tarriela has also accused China of running Foreign Information Manipulation and Interference operations designed to exploit public discourse in the Philippines, including narratives tied to the country’s role as ASEAN host. At the same time, he pushed back against any suggestion that his remarks were aimed at the Department of Foreign Affairs, stating that his criticism was directed exclusively at external influence operations. “I fully recognize and respect the professionalism, competence, and institutional role of the Department of Foreign Affairs,” he said.
