Sheikh Saud bin Rashid Al Mu’alla, Supreme Council Member and Ruler of Umm Al Quwain, has announced a new Emiri Decree aimed at regulating stray animals in the emirate. Decree No. 9 of 2024 mandates that stray animals will be captured and confined in designated pens managed by the Umm Al Quwain Municipality Department.
Under this decree, any animal found without an owner is considered a stray and will be seized by the municipality. If the owner or keeper does not claim the animal within three days, the municipality has the right to confiscate it and determine the appropriate course of action for the animal.
The decree also empowers the Municipality Department to follow established procedures for appointing authorised employees as judicial police officers. These officers will be responsible for controlling and documenting violations in accordance with existing laws in the emirate and the country.
Furthermore, any conflicting legislation in the emirate will be repealed. The decree is effective immediately and will be published in the Official Gazette.
