The Overseas Workers Welfare Administration (OWWA) e‑Card is a valuable identification and access card for Overseas Filipino Workers (OFWs). Designed to simplify access to OWWA services and benefits, it also serves as an official government ID. If you’re an active OWWA member and a returning worker (Balik-Manggagawa), you may qualify for this free ID. Here’s a clear, step-by-step guide to help you register.

Who can apply for the OWWA e‑Card?

  • You are a Balik-Manggagawa (returning OFW).
