Who can apply for the OWWA e‑Card?
Before you start, make sure you meet the following criteria:
- You are a Balik-Manggagawa (returning OFW).
- Your OWWA membership is active and valid for at least 90 days from the date of application.
- You have a valid Overseas Employment Certificate (OEC) or Balik-Manggagawa exemption number.
- You hold a valid passport.
Note: This e‑Card is currently available only to land-based OFWs under the Balik-Manggagawa program. Other OFW categories may be included later.
Step-by-Step Guide to Register for the OWWA e‑Card
Step 1: Prepare Your Requirements
Gather the following details:
Full name
Date of birth
Mobile number
Passport number
OEC or BM exemption number
Step 2: Access the OWWA e‑Card Application Portal
Go to the official OWWA website or use the direct link when registration is open. Look for the section labeled “Apply for OFW e‑Card” or similar.
Tip: You can also apply at selected OWWA Regional Welfare Offices (RWOs) or at the NAIA Terminal 1 OFW Lounge for fast-track printing.
Step 3: Fill Out the Online Form
Input all required information. Double-check the accuracy of your:
Passport number
OEC or exemption number
Contact details
Then, choose the RWO location where you want to pick up your e‑Card (e.g., Cebu City, Davao, NCR, etc.).
Step 4: Agree to the Privacy Policy and Submit
Tick the box to confirm you’ve read the Data Privacy Statement. Enter the CAPTCHA code and click Submit.
You will receive a tracking/reference number for checking your application status later.
Step 5: Wait for Confirmation and Pick-Up
Once your card is processed, you can check its status online using your tracking number or your passport and birthdate. You’ll be notified when your card is ready for pickup.
Make sure to bring your:
Valid passport
Authorization letter (if someone else is claiming it for you)

If you prefer in-person registration, visit the nearest OWWA RWO. Bring your:

OEC/BM exemption number
Employment contract (if applicable)
