Speaker Dy revokes Zaldy Co’s travel pass, orders him home over ₱13.8B flood control issue

House Speaker Faustino “Bojie” Dy III has revoked the travel clearance of Ako Bicol party-list Representative Zaldy Co and directed him to return to the Philippines following his alleged link to the multibillion-peso flood control fund controversy.

In a letter dated September 18, 2025, Dy informed Co that his clearance for a personal trip was “hereby revoked effective immediately.” He emphasized, “This revocation is issued in the paramount interest of the public and due to the existence of pressing national matters requiring your physical presence.”

Dy, who warned of possible disciplinary and legal actions, instructed Co to come back to the country within 10 days of receiving the notice. “Your immediate return is necessary to address the aforementioned matters with urgency,” the letter added.

Co, the former chairperson of the House Appropriations Committee, has been accused by Navotas City Rep. Toby Tiangco of inserting ₱13.8 billion into the bicameral version of the 2025 national budget, with allocations for flood control and other projects.

The Ako Bicol representative, reportedly in the United States for medical treatment, has denied any wrongdoing.
