SK officials with good standing now eligible for automatic gov’t employment

Youth leaders who have served with “good standing” in the Sangguniang Kabataan (SK) can now qualify for automatic eligibility to work in government, the Civil Service Commission (CSC) announced.

In its Resolution No. 2500752, issued on July 24, the CSC granted the Sangguniang Kabataan Official Eligibility (SKOE) to elected and appointed SK officials who have completed a full three-year term or its equivalent. The privilege takes effect under Republic Act No. 11768, also known as the SK Reform Act of 2015.

According to the CSC, the SKOE qualifies holders for first-level positions in the government career service, except for roles that require professional licenses or special eligibility.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” CSC Chairperson Marilyn Yap said. “Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”

The new rule covers SK officials who served during the 2018–2022 term, including SK members elected by the Katipunan ng Kabataan, as well as appointed SK secretaries and treasurers. However, SK chairpersons remain covered by the Barangay Official Eligibility (BOE) instead of the SKOE.

To qualify, SK officials must have no pending administrative or criminal cases and must not be related within the second civil degree of consanguinity or affinity to any sitting elected official in their locality.

Eligible youth leaders may apply for the SKOE at the CSC Regional Office with jurisdiction over their barangay or at any nearby regional office. Applications opened on October 4.
