In the latest Pulse Asia Survey for the 2028 presidential elections, Senator Raffy Tulfo and Vice President Sara Duterte are in a statistical tie for first place. The survey, conducted from March 6 to 10 with 1,200 respondents nationwide, showed Tulfo leading by just 1 percent, garnering 35 percent of the votes compared to Duterte’s 34 percent. Pulse Asia President Ronald Holmes emphasized the survey’s margin of error of +/-3 percent, indicating the statistical tie.
Tulfo enjoyed significant leads over Duterte in key areas such as the National Capital Region, Balance Luzon, Visayas, and among Classes ABC and E. Conversely, Duterte led Tulfo in Mindanao and among Class D respondents.
Former Vice President Leni Robredo trailed behind in third place with 11 percent, followed by Sen. Imee Marcos at 5 percent, former Sen. Manny Pacquiao at 3 percent, Sen. Robin Padilla at 2 percent, Sen. Risa Hontiveros at 1 percent, and Speaker Martin Romualdez at 0.5 percent. Other notable mentions included former President Rodrigo Duterte and former Manila Mayor Isko Moreno Domagoso, with minimal percentages.
Furthermore, in the vice presidential poll, Sen. Grace Poe emerged on top with 35 percent, followed by Sen. Marcos at 16 percent, and Pacquiao and Padilla tied at 14 percent each. Senate President Juan Miguel Zubiri, Defense Secretary Gilbert Teodoro, and Speaker Martin Romualdez also garnered support, albeit at lower percentages.
Additionally, the survey highlighted the popularity of two Tulfo brothers in the 2025 senatorial elections. ACT-CIS Rep. Erwin Tulfo led with 57.1 percent voter preference, followed closely by another Tulfo. The winning circle also included notable figures such as former Senate President Vicente Sotto III, former President Duterte, Sen. Bong Go, Sen. Pia Cayetano, and others.
