President Ferdinand Marcos Jr. has reappointed Hans Leo Cacdac as the interim secretary of the Department of Migrant Workers (DMW), following the bypass of his previous appointment by Congress.
The Presidential Communications Office (PCO) announced on Saturday that Cacdac’s reappointment highlights President Marcos’ continued trust and confidence in him.
The reappointment comes after the adjournment of the second regular session of the 19th Congress sine die, which led to the deferment of Cacdac’s confirmation by the Commission on Appointments (CA). Senate President Francis Escudero, who chairs the CA, confirmed the bypass, necessitating Cacdac’s reappointment.
Cacdac expressed his gratitude to President Marcos during the Saturday News Forum in Quezon City, acknowledging the importance of the CA’s constitutional process.
Initially appointed as interim secretary in April, Cacdac took over as officer-in-charge of the DMW in September last year, following the death of former chief Susan “Toots” Ople in August 2023.
Cacdac has an extensive background in government service, having served as undersecretary of the DMW, executive director V of the Overseas Workers Welfare Administration (OWWA), and holding various positions in the Philippine Employment Administration (POEA) and the Department of Labor and Employment (DOLE).
