A police officer who publicly criticized President Ferdinand Marcos Jr. and the arrest of former President Rodrigo Duterte has returned to duty and will be placed under restrictive custody, according to the National Police Commission (NAPOLCOM).
Patrolman Francis Steve Fontillas reported to the Quezon City Police District (QCPD) on March 20, appearing remorseful and in tears, NAPOLCOM Commissioner Rafael Vicente R. Calinisan said. Fontillas apologized for his actions and vowed not to post seditious remarks or hate speech on social media.
He is now undergoing processing for restrictive custody while facing criminal and administrative cases filed by NAPOLCOM and the Philippine National Police (PNP), which will determine whether he remains fit to serve in the police force.
The QCPD confirmed that Fontillas had submitted explanations for his absences and actions and will undergo medical and neuropsychiatric evaluations as part of the Return to Active Duty requirements.
Despite his apology, Fontillas has yet to submit a formal written response to the charges against him. On his Facebook page, Font Stv Vlogs, he previously questioned the allegations of inciting to sedition and criticized the PNP’s stance on political neutrality.
Calinisan reiterated that police officers must remain apolitical, emphasizing that the PNP’s role is to uphold the law and serve the public without political bias.
