Police officer in hot water for ‘seditious’ posts; urged to undergo mental health check

The National Police Commission (NAPOLCOM) has filed an administrative complaint against Patrolman Francis Steve Fontillas for grave misconduct and conduct unbecoming of a police officer following his viral social media posts about the reported arrest of former President Rodrigo Duterte.

In a statement on Wednesday, NAPOLCOM confirmed the complaint and directed Fontillas to submit his response within five days. “Failure of Fontillas to file the same shall be considered a waiver thereof,” the commission stated, adding that no extensions will be granted except for meritorious reasons.

NAPOLCOM Commissioner Rafael Calinisan also urged Fontillas to undergo another medical evaluation amid reports of mental health concerns. “We urge him to have himself checked again by medical professionals of the PNP, or any medical professional of his choice instead of posting seditious content on his social media pages,” Calinisan said.

Fontillas has been under scrutiny since the Quezon City Police District (QCPD) filed an inciting to sedition complaint against him. According to QCPD, the officer had been prescribed medication in 2023 but has since refused follow-up checkups and a neuropsychiatric exam.

Fontillas, who has been AWOL since March 6, may face dismissal if he fails to report to duty within 30 days. He claimed on social media that his leave from March 6 to 19 was approved, but the QCPD clarified that it was not due to the absence of a medical certificate.

In response to the complaint, Fontillas questioned the charges against him, asserting his right to free speech. “Inciting to sedition daw ‘yung ginawa ko? Hahaha. Okay lang ba kayo? I only expressed my stand and my principles. Where’s our right to freedom of expression now? Kawawa naman ang Pilipinas. Hahaha,” he wrote on Facebook.

Authorities have directed Fontillas to report to the QCPD as soon as possible or risk facing further consequences.
