The Philippine National Police (PNP) expressed its “deep concern and sadness” on Thursday following a statement made by one of its officers, who labeled the organization as the “biggest crime group in the country” during a congressional hearing.
Lt. Col. Jovie Espenido, known for leading high-profile operations during the Duterte administration’s drug war, made the controversial remark at a House quad committee hearing on Wednesday. Espenido claimed, “from my experience I can say that the PNP is the biggest crime group in the country.”
In response, the PNP released a statement describing Espenido’s comments as a blow to the integrity of the police force. The statement emphasized that the majority of officers are committed to their duty to “serve and protect the Filipino people.”
While acknowledging that a small number of officers may engage in misconduct, the PNP highlighted its internal disciplinary measures to address such cases, aiming to uphold the organization’s integrity.
The House committee is currently investigating extrajudicial killings linked to the drug war under former President Rodrigo Duterte, as well as crimes associated with illegal drugs and Philippine Offshore Gaming Operators (POGOs).
During the hearing, Espenido shared accounts of abuses he witnessed during the previous administration’s anti-drug campaign. The PNP, under the direction of President Ferdinand Marcos, Jr., has pledged to adopt a new strategy in tackling illegal drugs, focusing on a holistic approach that emphasizes the preservation of human life.
The International Criminal Court is also investigating alleged human rights abuses during Duterte’s drug war, which reportedly resulted in the deaths of thousands of suspected drug users and dealers.
