Hans Leo J. Cacdac, Officer-in-Charge of the Philippines’ Department of Migrant Workers (DMW), met with Dr. Abdulrahman Al Awar, the UAE’s Minister of Human Resources and Emiratisation (MoHRE) in a significant development for Filipino workers abroad. The meeting, held on the sidelines of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Dubai, was a pivotal moment for strengthening bilateral relations between the Philippines and the UAE.
The discussions primarily focused on enhancing collaboration in labour market matters, aiming to streamline and facilitate the transition of Filipino labour to the UAE. This is particularly relevant as Filipinos have one of the highest registration rates in the UAE’s Unemployment Insurance Scheme (UIS), launched in January 2023, signifying their trust and confidence in the UAE’s labour protections.
Innovations in social protection systems like the UIS and the voluntary “Savings Scheme” were highlighted. The Savings Scheme, effective from November 2023, allows workers to benefit from investment returns, marking a significant step in ensuring the financial security of Filipino expatriates.
Additionally, the meeting addressed the Workers’ Protection Programme, designed to improve the quality of life and ensure the stability and well-being of workers in the UAE.
A key outcome of the meeting was the agreement to hold a Joint Committee Meeting soon. This meeting will delve into further cooperation, developmental opportunities, and challenges faced by both countries, aiming to enhance the overall experience of Filipino workers in the UAE.
Dr. Abdulrahman Al Awar emphasized the UAE’s commitment to creating an attractive work environment for international talent, which benefits both the UAE and labour-sending countries like the Philippines. He also recognized the Philippines’ role in the Abu Dhabi Dialogue, a regional consultation process on labour matters.
Hans Cacdac praised MoHRE for its efforts in safeguarding Filipino workers’ rights in the UAE, describing the meeting as a “productive gathering” that bolstered the labour relationship between the two nations.
The meeting also saw the presence of Philippine Ambassador to the UAE, Alfonso Ferdinand Ver, and other officials from both sides.
