The Commission on Audit (COA) reported that the salaries and benefits of Philippine Health Insurance Corporation (PhilHealth) officials almost tripled in 2022, totaling P72.244 million.
According to the 2022 audit report, the combined salaries and wages of key management personnel, including the president and senior vice president, amounted to P71.450 million. An additional P794,063 was allocated for terminal benefits. For context, the 2021 report indicated that the salaries and wages for these officials were P26.202 million, with no terminal benefits.
The ordinary staff of PhilHealth also saw an increase in their salaries and benefits, amounting to P4.972 billion in 2022, up from P4.277 billion in the previous year.
PhilHealth’s new President and Chief Executive Officer, Emmanuel Ledesma, received the report on July 31, 2023. Ledesma was officially appointed to the role by President Ferdinand Marcos, Jr. in July this year, having acted as the interim PhilHealth chief since November of the previous year. He took over from former President and CEO Dante Gierran.
COA’s 2021 Report on Salaries and Allowances (ROSA) disclosed that Gierran received a total of P4.449 million in 2021 and P7.097 million in 2022.
Furthermore, the report highlighted that senior and executive vice presidents’ salaries and allowances in 2021 ranged from P559,635 to P2.701 million. In 2022, these figures surged to between P5.708 million and P8.124 million each.
