The Overseas Workers Welfare Administration (OWWA) is set to issue OFW E-Cards to eligible Overseas Filipino Workers during the Bagong Bayani ng Mundo: OFW Serbisyo Caravan on August 3, 2025, at Exhibition Hall 8, Dubai World Trade Centre, from 8:00 AM to 8:00 PM.
The issuance of the OFW E-Card is among the frontline services being offered by OWWA at the one-day event, alongside membership registration and renewal, acceptance of Welfare Assistance Program (WAP) applications, and provision of general welfare support.
The OWWA OFW E-Card serves as an official government-issued identification card that proves the active membership status of OFWs. It also functions as a valid ID when accessing various OWWA programs and when transacting with other government agencies both locally and abroad. Under the OWWA Act, this card is issued to members who have paid the required contribution.

OWWA membership costs $25 and is valid for two years. It can be renewed or applied for via the OWWA Mobile App, any OWWA Regional Office, or through Philippine embassies and consulates abroad.
One of the key services available at the Dubai caravan is the Welfare Assistance Program (WAP), which provides financial support for medical needs not covered under MEDplus. This includes help with hospitalization, medical procedures, and purchasing medicines due to illness or injury.
A One-Stop Hub for OFWs
The OWWA booth is among dozens set up during the multi-agency caravan organized by the Department of Migrant Workers (DMW), in coordination with MWO-Dubai, the Philippine Consulate General, and other government offices. The event aims to bring Philippine government services closer to OFWs through one convenient venue—with no pre-registration required.
Other participating agencies include SSS, Pag-IBIG, PhilHealth, PSA, DSWD, and PAO, each offering crucial services such as benefit verification, national ID registration, and legal consultations.
