OWWA membership renewals top services availed at OFW Serbisyo Caravan in Dubai

The Bagong Bayani ng Mundo – OFW Serbisyo Caravan held at the Dubai World Trade Center on August 3, 2025, recorded a massive turnout, with 5,928 overseas Filipino workers (OFWs) availing 11,569 government services in just one day.

Topping the list of services rendered were those related to the Overseas Workers Welfare Administration (OWWA), with over 4,600 transactions processed, including membership renewals, e‑Card issuance, and welfare assistance.

The one-day multi-agency service mission, led by the Department of Migrant Workers (DMW), brought key government services closer to OFWs across the UAE, ranging from social protection to legal aid, employment assistance, and civil documentation.

Following OWWA, the Social Security System (SSS) logged around 2,700 transactions involving account verification, pension services, and new registrations. The DMW-Migrant Workers Office also handled 1,353 transactions related to employment contract verification and assistance for distressed workers.

Meanwhile, PhilHealth printed 1,000 IDs and facilitated registration and updates, while PSA and PhilSys carried out 741 transactions for national ID registration and civil registry document issuance.

Other participating agencies included Pag-IBIG Fund, the Public Attorney’s Office (PAO), the Department of Social Welfare and Development (DSWD), the Department of Trade and Industry – Philippine Trade and Investment Center (DTI-PTIC), and the Philippine Consulate General in Dubai.

Despite the high volume of transactions completed, DMW Secretary Hans Leo J. Cacdac admitted there were logistical hurdles due to the large crowd.

“We sincerely apologize for the long queues and the discomfort experienced by our kababayans during the Serbisyo Caravan,” said Cacdac. “While we are grateful for the huge turnout, we recognize the need for stronger planning and coordination moving forward.”

Cacdac assured OFWs that improvements in crowd control, service delivery, and resource deployment are underway ahead of the second leg of the caravan, which will also be held in the UAE.

“We hear the clamor and suggestions of our kababayans and we are committed to delivering a smoother, faster, and more organized caravan next time,” he added.

Announcements regarding the next Serbisyo Caravan are expected in the coming weeks.
