The Philippine Embassy in the UAE has announced the official resumption of overseas voter registration for the 2028 Philippine national elections, starting December 1, 2025, and running until September 30, 2027.
In a public advisory posted on Facebook, the Embassy encouraged all eligible Filipinos residing abroad to take part in the electoral process by registering within the prescribed period. This announcement is in line with Republic Act No. 9189, as amended by RA 10590, and COMELEC Resolution No. 11171.
To qualify, overseas Filipinos must be at least 18 years old by May 8, 2028, and must not be disqualified by law. The registration is open to first-time overseas voters and those who have not yet registered under the overseas voting system.

Eligible applicants may submit their applications for registration or certification at:
Any Philippine Embassy or Consulate General worldwide
The Manila Economic and Cultural Office (MECO)
Other designated posts abroad
Approved registration centers within the Philippines
This wide range of access points aims to make the registration process as inclusive and convenient as possible for overseas Filipinos, including those in seafaring and dual citizenship status.
What to bring?
To complete the registration process, applicants must present any of the following:
A valid Philippine passport
For seafarers: their Seafarer’s Record Book (SRB)
For dual citizens: either the original or certified true copy of their Order of Approval of Filipino Citizenship or their Identification Certificate
The Embassy emphasized that proper documentation is essential for validation and processing.
