The construction of the new Senate building has been allocated P4.2 billion in the 2025 national budget, pushing the total funding for the project to P23.5 billion since it began in 2018.
According to a report by GMA Integrated News, the General Appropriations Act (GAA) consistently provides billions annually for the “Senate Relocation” project. The 2025 allocation includes P4 billion for the completion of Phase III, P209.76 million as the final payment for the lot acquisition, and P33.435 million for maintenance and operating expenses.
The building, expected to be completed by 2027, has an estimated total cost of P31.6 billion, according to the Department of Public Works and Highways. This figure does not include payments for land acquisition or furniture.
The per-square-meter cost for the new Senate building is estimated at over P240,000, surpassing the P183,000 per-square-meter benchmark for high-quality office spaces cited in the Construction Cost Handbook Philippines 2024 by Arcadis Philippines Incorporated. However, the report noted that these figures serve only as general guidelines and are not specific to this project.
